Impact 7/10
DHS moved in 2025 to end TPS for approximately 353,000 Haitians despite ongoing gang violence and state collapse in Haiti. A federal court blocked the first termination in July 2025, ruling it could take effect no earlier than February 3, 2026, and DHS then issued a new termination notice on November 28, 2025 setting exactly that date. After further litigation delayed implementation, a federal court lifted the remaining stay in August 2026, allowing the termination and the wind-down of work permits to proceed.
