Impact 5/10

The Migrant Protection Protocols, announced in January 2019, required asylum seekers entering from Mexico to wait in Mexico while their U.S. immigration cases proceeded, often for months or years in dangerous border cities. The Biden administration terminated the program in 2021 and again in 2022 after litigation ended with Biden v. Texas. Executive Order 14165, signed January 20, 2025, directed DHS to resume MPP, and DHS announced its reinstatement on January 21, 2025.
