Section 71113 of the 2025 budget reconciliation law barred Medicaid payments from July 4, 2025 through July 3, 2026 to nonprofit family planning providers that offer abortions and received over $800,000 in Medicaid funds in 2023, covering non-abortion services such as contraception, cancer screenings, and STI testing for about 2.1 million patients. A district court injunction was reversed by the First Circuit on December 12, 2025, which held the provision a lawful exercise of the spending power, and the remaining suits were dismissed by March 2026. Planned Parenthood affiliates closed clinics in multiple states during the funding ban.
