Federal · FEMA program termination, Apr. 4, 2025; Washington v. FEMA, No. 1:25-cv-12006 (D. Mass.) · Effective Apr 4, 2025
Impact 5/10

On April 4, 2025, FEMA announced it was ending the Building Resilient Infrastructure and Communities program and canceling unobligated funding from fiscal years 2020 through 2023, halting flood control, wildfire, and storm mitigation projects already underway in communities across the country. Twenty states sued, and a federal court preliminarily enjoined the diversion of BRIC funds in August 2025. On December 11, 2025 the court granted summary judgment that the termination was unlawful, and the program was ordered restored.
