Impact 5/10

Executive Order 14168 bars the Bureau of Prisons from housing transgender women in women's facilities and from funding gender-affirming medical care for incarcerated people. In Kingdom v. Trump, the federal district court in D.C. certified a class of transgender inmates with gender dysphoria and, beginning June 3, 2025, issued preliminary injunctions requiring BOP to continue hormone therapy and related accommodations. The injunction has been renewed repeatedly, most recently through May 31, 2026, and the court opened contempt proceedings in early 2026 over reported noncompliance and retaliation.
