Executive Order 14187, signed January 28, 2025, directs agencies to require institutions receiving federal research or education grants to stop providing gender-affirming medical care to anyone under 19, to exclude such care from TRICARE and federal employee health plans, and to pursue related enforcement through the Justice Department. Courts partially enjoined the funding conditions in early 2025, but numerous hospitals paused or permanently closed youth gender care programs during 2025 and 2026, including in states where the care remains legal. Federal subpoenas to providers and clinicians followed.
