Big Beautiful Bill: Pell Grant eligibility narrowed for some students

Federal · H.R.1, One Big Beautiful Bill Act, Pub. L. 119-21 · Jul 4, 2025
Impact 6/10
The law ends Pell Grant eligibility for students whose Student Aid Index is at least twice the maximum award and for students whose other scholarships cover their full cost of attendance. House proposals to eliminate Pell for students enrolled less than half-time and to raise the full-time credit requirement were dropped from the final law, and the $7,395 maximum award was left unchanged. The law also created a new Workforce Pell program for short-term credentials and added $10.5 billion to address the Pell funding shortfall.
