Impact 8/10

Tennessee remains one of 10 states that have not adopted the ACA Medicaid expansion. An estimated 95,000 uninsured Tennessee adults fall into the coverage gap, earning too much for TennCare but below the poverty line needed for marketplace subsidies, and roughly 150,000 people would gain coverage if the state expanded. Non-expansion states have uninsured rates nearly twice those of expansion states (14.5% vs 8.0%). As of August 2026 the legislature has taken no action to expand.
