House Bill 695 makes a community engagement, or work requirement, waiver program mandatory for able-bodied Kentucky Medicaid recipients aged 18 to 60 without dependents, requires General Assembly approval for most Medicaid administrative changes, and reinstates prior authorization requirements for behavioral health services. Governor Beshear vetoed the bill warning it would delay care; the legislature overrode the veto on March 27, 2025. Kentucky has roughly 1.4 million Medicaid enrollees.
