Georgia launched Pathways to Coverage on July 1, 2023, the only Medicaid program conditioning coverage on completing 80 hours per month of work, education, or other qualifying activities, for adults with income up to 100% of the poverty level. Enrollment reached only about 6,500 by early 2025, a small fraction of projections, which analysts attribute to the monthly reporting requirement and administrative barriers. Full ACA expansion would cover an estimated 359,000 uninsured Georgians. The program was extended through 2026.
